Our telegram Misc. 321 of 8th December to Governor and earlier correspondence about recruitment for Hong Kong Police and Prison Department.

Ministry of Foreign Affairs have informed us verbally that Cabinet have rejected proposal for recruitment of Pakistan nationals, but have given no reason. They are sending us written confirmation and we will inform you if this explains grounds for decision. Ends.
